Masoud Atefi

I am a highly experienced civil engineer specializing in traffic engineering and transportation planning. With a strong academic background and a wealth of professional experience, I have made significant contributions to the development and improvement of transportation systems both domestically and internationally.

My educational journey began at West Virginia University, where I earned a Bachelor of Science in Civil Engineering (BSCE). Building upon that foundation, I went on to obtain a Masters of Science in Civil Engineering (MSCE) with a focus on Traffic Engineering and Transportation Planning.

In the early 1980s, I embarked on a professional venture to Tehran, Iran, where I worked with Panjom Civil Engineering Co. on roadway construction projects in Kangan. Additionally, I gained valuable experience at the Tehran Traffic Engineering Department, further enhancing my expertise in the field.

Following my time in Iran, I relocated to Houston, Texas, where I joined United Somerset Corp. During my tenure there, I played a crucial role in major land development projects, including Beechnut Crossing, Beechnut Townhouses, and Fame City. My responsibilities encompassed overseeing roadway construction, underground utilities, storm and water treatment plants, as well as residential and mall construction.

In the late 1980s, I moved to Los Angeles, California, and joined Kaku Associates and BSI Consultants Inc. as a Traffic Engineer and Transportation Planner. During this period, I gained expertise in Traffic Impact Studies and played a pivotal role in the development and implementation of pioneering Transportation Demand Management (TDM) plans for various sites in Los Angeles and Orange Counties. These plans were instrumental in ensuring compliance with the SCAQMD Regulation 15 Program.

In the early 1990s, I returned to Tehran, Iran, to collaborate with the Municipality of Tehran on a major project funded by the UN and World Bank. The aim was to develop the first Long Range Transportation Planning Model for the City of Tehran. Working closely with the Tehran Comprehensive Traffic & Transportation Studies Co. (TCTTS) and Tehran Traffic Control Co. (TTCC), I successfully integrated numerical data and logical frameworks into Tehran’s traffic circulation and control systems. Additionally, I played a key role in establishing standards, specifications, and a Traffic Management System with built-in analytical software for two municipal districts. These pioneering efforts paved the way for comprehensive traffic circulation reviews across all 25 districts of Tehran.

In the late 1990s, I ventured to Tampa, Florida, where I joined Tindale-Oliver & Associates. During my time there, I conducted an Institute of Transportation Engineering (ITE) award-winning Ybor City Parking Management Study and designed a state-of-the-art traffic accident management system. Furthermore, I played a crucial role in calibrating, running, and validating the FSUTMS long-range Transportation model for several counties in Florida.

From 2000 to 2015, I served as a Traffic Engineer in Palm Beach County, Florida. In this capacity, I administered the County Traffic Performance Standards (TPS) in all municipalities and played a key role in defining, designing, scoping, and assisting in the development of the TPS Database (TPS WEB (palm-beach.fl.us). This groundbreaking globally unique transportation management model served as the first land use and traffic management tool capable of reliably forecasting future intersection turning movement volumes. To this day, the model serves as the foundation for all 5-year roadway improvement decisions in Palm Beach County.
